Saudi Arabia has modernized, but modesty is still key.
For Women (Tourists)
- Abaya: NO LONGER mandatory by law.
- Headscarf: NOT mandatory (except in Mosques).
- The Reality: In Jeddah/Riyadh, you will see tourists in loose pants and long shirts.
- Makkah/Madinah: Abaya and Headscarf are effectively mandatory out of respect. You will feel very uncomfortable (and may be stopped) without them in the Holy Cities.
For Men
- Shorts: Allowed in public, BUT...
- Mosques: Knees MUST be covered.
- Govt Buildings: Long pants required.
- Malls: Generally okay, but "hot pants" are not. Knee-length is safe.
Penalties
- There is a "Public Decorum" fine list for wearing underwear/sleepwear in public.
