Saudi Arabia has modernized, but modesty is still key.

For Women (Tourists)

  • Abaya: NO LONGER mandatory by law.
  • Headscarf: NOT mandatory (except in Mosques).
  • The Reality: In Jeddah/Riyadh, you will see tourists in loose pants and long shirts.
  • Makkah/Madinah: Abaya and Headscarf are effectively mandatory out of respect. You will feel very uncomfortable (and may be stopped) without them in the Holy Cities.

For Men

  • Shorts: Allowed in public, BUT...
    • Mosques: Knees MUST be covered.
    • Govt Buildings: Long pants required.
    • Malls: Generally okay, but "hot pants" are not. Knee-length is safe.

Penalties

  • There is a "Public Decorum" fine list for wearing underwear/sleepwear in public.
